Ensure seamless program delivery, team management and development, and establish standards for program performance.
Oversee all aspects of LOINC content development.
Work collaboratively with content and technical teams and LOINC committees to develop and implement, guidelines, heuristics, and processes for modeling LOINC content.
Manage the maintenance of mappings between coded entities in LOINC (Terms, Parts, Answers, etc) and other vocabulary standards (e.g. SNOMED CT, RadLex, etc) as appropriate.
Oversee all aspects of content review and quality assurance, including contracted and volunteer subject matter experts.
Oversee maintenance of LOINC documentation (e.g. the LOINC Users’ Guide) and develop new educational resources (e.g. white papers) and other forms of knowledge dissemination to the LOINC community.
Contribute to the development and implementation of the project management plan and tracking to ensure commitments are fulfilled on time and on budget as planned.
Ensure alignment between LOINC content and appropriate reference documents produced by external entities such as HL7, HEDIS, or CMS.
Provide committee oversight as appropriate. Ensure team members are assigned to committees as lead and adjunct staff to plan, coordinate and present content for at committee meetings. Coordinate agenda and logistics with the operations team.
Support, enhance, and grow collaborations between Regenstrief Institute and other standards development organizations, governmental agencies, professional societies, and other organizations.
Recruit, hire and oversee training and orientation of program staff.
Coordinate and implement special LOINC projects and initiatives as directed by program leadership.
Support program leadership, with the strategic direction and positioning of LOINC.
Develop and implement solutions, in collaboration with program leadership, to improve terminology development processes and project outcomes, taking into account complex operational realities and stakeholder perspectives.
Independently manage short-term priorities to accomplish long-term goals across many LOINC activities and projects.
Independently process information and external requests and make decisions based on a good understanding of current policies, procedures, and the strategic direction.
Demonstrate necessary judgment to be able to offer new applications that do not compromise the current conventions and protocols.
Interpret rules, intellectual property licenses, specifications, and documentation requirements from funding agencies, collaborators, and other content owners.
Effectively discern when input is needed from leadership with higher-level decision-making.
TEAMWORK AND MANAGEMENT

Oversee and lead the terminology development team including establishing team roles, coordinating work, and delegating tasks as appropriate. Lead or direct projects related to LOINC terminology development and enhancement.
Provide project plans, regular progress reports, and work to ensure assignments are completed to specifications and on time.
Coordinate work between the terminology development and software development teams to improve the operation of the programs and the processes related to LOINC development and mapping.
Ensure team assignments are completed on time and with high quality, implementing automated and/or peer review when appropriate. Ensure senior-level review with feedback is conducted on new terms and content developed by new team members.
Oversee all aspects of terminology quality assurance, including contracted and volunteer subject matter experts. Ensure effective deployment of staff to quality assurance efforts. Interact with the LOINC community to ensure that our delivered products are meeting user needs and obtain feedback for improvements.
Work with the technical and operations and administration teams to coordinate dissemination and response to the LOINC user community concerning established LOINC policies, procedures, and naming conventions.
EDUCATION and/or EXPERIENCE
Requires a Bachelor’s degree in informatics, public health, healthcare, or related field. Master’s degree in related field is preferred.
Requires at least 10 years of relevant work experience to include at least three years of direct management experience. Advanced education can be considered in lieu of comparable experience.
Requires ability to coordinate the efforts and development of multiple team members.
Scientific writing experience preferred.
Demonstrated ability to produce high-quality written products such as technical documentation, manuals, press releases, proposals, abstracts, papers, grants, etc.
Working knowledge of clinical terminologies e.g. LOINC, SNOMED CT®, RxNorm. Direct experience is strongly preferred.
Familiarity with the HL7 standards, e.g. FHIR and CDA strongly preferred.
Prior experience working in a health care environment required.
Demonstrated competence in database use and development.
Ability to interact and verbally communicate with executive leadership, managers, clients, customers, and the general public.
Ability to summarize complex medical information into clear, concise, and clinically relevant prose.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures and protocols, or governmental regulations.
Strong public speaking and presenting skills.
